This report is a summary of a BCACCS research project that reveals several critical elements that are integral to the creation of Occupational Standards that are inclusive and reflective of First Nations culture. This report suggests that we can demonstrate our value of FN ECEs and address the complexities of their work with clear and comprehensive occupational standards that guide education and professional development and provide examples of equitable wage benchmarks that respond to present economic realities.

This research documents the perspectives and opinions of two groups with first-hand experience related to licensing First Nations’ early childhood programs: early childhood educators who work in these programs and licensing officers employed by regional health authorities to inspect the programs and ensure their compliance with the provincial regulations.

The specific aim of this research was to assess aspects related to the training and retention of Early Childhood Educators in First Nations Communities across British Columbia. The research generated recommendations to guide strategic planning and policy changes to encourage new Aboriginal educators to join the field, to reduce barriers to training, and to retain qualified staff.
